Sheepshead are on the jetty rocks year-round, but spring (March and April) is the peak, when they stage on the rocks to spawn and feed heavily. That spring spawn is what makes them the most dependable early-season catch around Freeport, before the trout and reds fully turn on. Sheepshead hold tight to hard structure: the Surfside and Quintana jetty rocks, bridge and dock pilings, the Brazos River mouth, and any submerged rock or reef. They sit within inches of the structure, grazing on barnacles and small crabs, so your bait has to be right against the rock to get bit.
